In recent years, the city of Suqian in east China’s Jiangsu province stepped its efforts to promote the digital governance transformation of government services by pioneering the "super administrator system" nationwide and providing digital wings for optimizing the business environment.

At the Suqian Municipal Government Service Center, Mr. Yu completed the application for setting up outdoor advertisements in less than two minutes. He originally only wanted to inquire about the application process and did not bring any application materials.

“Previously, most statistics were "lying" in the statistical database of government departments, resulting in cumbersome procedures for enterprises and the masses to handle affairs. Now we can provide statistical data sharing services within one minute, greatly facilitating enterprises”, Zhang Chuyue, Second Level Supervisor of the Information Technology Department of the Suqian Administrative Approval Bureau, said.

All of these changes stem from the emergence of "super administrators". Suqian pioneered the "super administrator system" by opening "mayor accounts" for approval systems that have not yet been interconnected. Through "super administrators," electronic certificates and materials are automatically pushed to the application end.

“For example, marriage statistics require high timeliness in real-time approval. When handling provident fund related business, we can obtain relevant statistics from the Civil Affairs Bureau in real time through a ‘super administrator’, so we don"t have to worry about the issue of delayed updates of statistics”, Zhou Yun, Window Staff of Suqian Housing Provident Fund Management Center, said.

At present, Suqian has opened 252 "mayor accounts" in more than 30 fields such as civil affairs and market supervision, gathering over 200 types of license statistics so that it has basically achieved applications such as approval of application materials for exemption, cross departmental information verification, approval of supplementary and corrected information, and agency assistance, simplifying the application materials that need to be submitted by nearly 60%.

In the field of engineering construction approval, Suqian has reduced the number of application materials that had to be submitted in the past by 99, of which 77 can be shared through super administrators, accounting for 78%, greatly reducing the burden on applicants.

“Previously, applicants had to bring a few file bags, but now they just need to come alone and handle everything online. Efficient and high-quality government services give us more confidence in investment”, Wang Chuan, Chairman of Panshi Construction Co., Ltd. in Suqian City, said.

Nowadays, a massive amount of statistical data is gathered and exchanged in the "Super Administrator" studio every day. General high-frequency statistics such as electronic certificates are immediately pushed after being automatically captured by the system.

High frequency statistics such as marriage registration are processed by a "process automation robot" with certain "thinking" abilities and provided within 3 minutes.

Confidential and low-frequency information, including social security payment records, is manually analyzed and processed to ensure it is provided within 10 minutes.

At the same time, the "super administrator" also provides comprehensive protection for the security of government statistical data sharing, ensuring that the entire process of statistical data sharing can be recorded and traced.

Under efficient and orderly operation, the "Super Administrator" has provided over 5.8 million statistical data sharing services, promoting the completion of over 50% of government service items within half a working day, continuously improving the quality and efficiency of business environment construction.
